• any student or group of students involved in a project that uses IT in the classroom
• any teacher or group of teachers involved in a project that uses IT in the classroom
• any school, college or university involved in a project that uses IT in the classroom
• any government agency or private institution that develops a project that uses IT in the classroom (see rules of residency)

To qualify, students and teachers must be attending a school, college or University within the GCC countries. The project must use IT to improve teaching in the classroom. The project must have been developed within the GCC countries. Commercially available products are not eligible. In addition, the project must be in use (or being piloted) and involve the use of information technology in education.
